Who Supports Constitutional Ballot Question 1, calling for a Constitutional Convention:

• Republicans in the State Legislature, including House Speaker Matt Hall, a Republican from the 42nd District, and Senate Republican Minority Leader Eric Nesbitt, 20th Senate District.

• The Mackinaw Policy Conference, a conservative conference held yearly on Mackinaw Island.

Why is it on the ballot?  

The Michigan Constitution calls for the issue to be on the ballot every 16 years.

What would happen if it passed in November?   

• The process for convening a constitutional convention would begin. Constitutional conventions are meetings of elected delegates who are chosen to review and propose changes to the Michigan Constitution

• Delegates to the Constitutional Convention would be voted on by voters in a special election.  The delegates would represent different geographic areas of the state.

• Revision passed by the delegates would be placed on a statewide ballot in a special Election.

Why vote no? 

The Michigan Constitution already provides a method for bringing amendment proposals to voters. 

Michigan Constitution Article XII, Section 2

The process provided in the Constitution to amend it requires that at least 10% of registered Michigan voters who cast ballots for governor in the last gubernatorial election sign a petition containing the full text of the amendment. The petition must be filed 120 days before the election. Approval of the amendment requires a majority of voters to vote in favor of the measure.

This constitutionally provided process brings individual proposals to amend the constitution before the voters in the petition process and then in the election process, allowing time to fully understand the proposed constitutional amendment.

This constitutionally provided process to amend avoids the time, cost and confusion of electing delegates to a constitutional convention in a special election and also eliminates the possibility of delegates being elected who represent special interests such as big business, anti reproductive choice, anti worker and other more conservative ideologies.

Editorial comment: This organization supports businesses that might be barred from making contributions in Michigan elections if this proposal passes. The free speech this organization claims to represent is for big businesses, not private citizens

What will be the law if this proposal passes?

• Campaign spending would ban companies that have State of Michigan contracts of more than $25,000 from campaign spending.

• It would stop big businesses and their political PACS, such as Blue Cross Blue Shield, Comcast and other telecommunication businesses, and DTE Energy and other energy businesses, from spending millions of dollars in Michigan elections.
